GEHA is a not-for-profit organization that has existed since 1939. Beginning in Missouri with 20 railroad employees, it has grown to be the second-largest federal health plan in the United States with about 950 employees in its Independence and Lee’s Summit, Missouri, offices. GEHA operates its health plan pursuant to the Federal Employees Health Benefits Act and its governing regulations.

GEHA has more than 475,000 health plan members who are employees or retirees of the federal government and/or their annuitants and dependents. Of the more than $1 billion in claims GEHA pays each year, 80% of them are paid within 10-12 working days. GEHA focuses on excellence in customer service and is consistently rated one of the best health plans in the Federal Employees Health Benefits Program.

GEHA owns and operates the PPO USA Network. GEHA uses the PPO USA Network to provide an in-network PPO option to its GEHA plan members in all 17 PPO USA Network states. The identification cards for GEHA health plan members in these states include the PPO USA Network logo.

In 2010 GEHA was selected by the federal government to administer the Pre-Existing Condition Insurance Plan (PCIP) in over 20 states. PCIP is a $5 billion program created by the Affordable Care Act to help provide coverage for uninsured people with pre-existing conditions. The U.S. Department of Health and Human Services is the payor of PCIP claims. The PPO USA Network logo is included on all PCIP ID cards.

At one time, GEHA marketed access to its PPO USA Network to other large insurance companies. GEHA recently made the decision to wind down its medical network leasing operations and, effective January 2011, the only other medical payor using the PPO USA Network besides GEHA is Time Insurance Company d/b/a Assurant Health.

Assurant Health uses our PPO USA Network in Alaska, North Dakota and Wyoming to provide a PPO option to its health plan members. Assurant Health is subject to all of the provisions of the Participating Provider Agreements (just like GEHA) and pays its claims in accordance with the Participating Provider Agreements. All Assurant Health members' identification cards include the PPO USA Network logo.
